Flooded Liberty City
Sea levels have risen around the world, and Liberty City has been submerged, as a result. Citizens are panicking, people are trapped and in need of shelter, most of the streets are closed, and even some of the subway stations are completely underwater. Fortunately, you can use all of this to your advantage! Commit crimes and sail away on your boat or other vehicle. Go to places that cops can't reach. You can even swim in the flood waters. There are endless possibilities!
